1.) Carlos doesn't feel like the school cares about his education. The education feels disconnected with the real problems in his life. Carlos finds it boring and irrelevant, and wants to get a job so he can help himself.
2.) If we were a teacher of Carlos, we would direct him to a guidance counselor who can talk to him about his issues. Additionally I would try and do interesting activities in class that can relate to real life. That may get Carlos interested in school again.
3.) To ensure that all students graduate from high school, the school could make extra curricular activities to get kids interested as well as have extra credit assignments for students who can't or don't want to attend class.
